I believe that the Flambeau "poured paint" ware was decorated by Partridge Potteries in the 1940's, with the blanks sourced from the Rancich/Silva pottery.  
The Auckland Museum have credited Partridge for this ware and I concur.

This vase was made at the Wally Silva Pottery for Partridge Pottery to decorate and sell as Flambeau Ware 1945 - 1947.
